Why ESSJ and USSJ shouldn't be Faction locked

Ok, as a half-Saiyan chose this transformation line and who had been finished prewriting Elevated Super Saiyan and was writing Ultimate Super Saiyan prior to this, I have reason to be annoyed at this change. However I took some time to think critically of this and in my reflection on this, I conclude that this is not only an unnecessary change but one that has a negative implication towards story as well as overall balance and quality of the transformation line from a mechanical stand point.
Going into why I consider this as a negative change from a story stand point, it goes against the lore of the origin of these transformations in the actual series. These forms were unlocked by joining the Saiyan Empire. Goku and Gohan unlocked these transformations by conditioning themselves to desensitize their mind and bodies to the strain of maintaining the transformation by spending their time in the chamber in Super Saiyan, Ultimate Super Saiyan was unlocked by training and pushing the Super Saiyan form. I’m not necessarily saying that these forms should instead need to be unlocked by the Hyperbolic time chamber, I’m just pointing that these transformations didn’t require the characters to align themselves to the Saiyan Empire.
Moving on to the next story reason against these restrictions it forces people who are playing as Saiyan/Saiyan Hybrids and seeking this transformation line to be railroaded into joining the Saiyan Empire in order to fully benefit from(or rather nearly fully benefit in the case of hybrids who cannot get Ouzaru) the full potential of their racial transformation. It’s a level of rigidity that no other race is faced with the imposition of. When transformation quest were planet restricted during a previous period of time players advocated that they should be doable on any planet as transformation quest are quest about a character’s progress towards a new level of power. Locking Elevated and Ultimate Super Saiyan behind a specific faction takes away the agency players have in regards to the story they want to write on how their character achieved the transformation.
Now on what makes this a poor decision from a mechanical standpoint. Given that ESSJ and USSJ are now exclusive to a specific rank in the Saiyan Empire and now only one can be unlocked as opposed to both Super Saiyan is weakened as a transformation line. The point of ESSJ was that it was not as powerful as USSJ and other 300k tier forms but it offered the benefit of power for minimal energy expenditure and lower than other forms at its level. USSJ was the form that offered an amount of power that stood with the 200-400k tier transformations but had greater ki consumption.
With ESSJ and USSJ being locked behind the Saiyan Empire a massive gap between the Super Saiyan and the next available transformation when you’re not in the Saiyan Empire. What does a Saiyan Scholar have once they reach Super Saiyan and aren’t high enough for Super Saiyan 2, same to a Saiyan Paladin, and Saiyan PTO character. There an absurd disparity between how much is required to unlock the next transformation and with that mid-tier Saiyans/Hybrids with these forms are handicapped because they do not have their own mid-tier level transformations to let them stand with other races who unlock more of their forms sooner. By Mid-Tier I mean Characters of 100-600k) or characters who would fall under Tier 2-4 on bounties. None Saiyan Empire Super Saiyans go in short handed against demons with Devil Incarnate, Human’s who have Super Human, Namekians with Ancestral Strength etc because they only have their 100k tier transformation until they reach 800k, making it very likely that when they go against someone of similar battle power their opponent can take a higher form and end up outclassing them.
In conclusion I believe that it would be a wiser choice to go back to the forms not being faction locked for the sake of story due to both the lore of the series and the agency of players in regards to the story they want to write about unlocking their forms, to maintain the quality of the super saiyan line as a racial perk, and also to retain the balance between Super Saiyan and the transformations of other races so that those with these transformations are not made to go in battle short handed due to lacking transformations appropriate for power levels of 200-600k. I am not opposed to change I just want to be sure that changes have a positive impact on the quality of the game and do well to increase the enjoyment of the game, however I only see this change in particular being a disservice to both.
