As 90% of us here are aware, there is a typo on the Super Saiyan 2 Special ability, there has been for years. Now, most of us make our house rules to even ignore the main site and treat it how it is meant to be treated, but when I suggested to correct it for the patch there was some push back thinking that the form needs to have a nerf. Being told to post the suggest here for the site I guess is a fail safe for the future, when it should be an easy fix. But let's discuss it just in case there are other's that feel the same. Listed below are all the forms and what their specials currently do, we can use this to see if SSJ 2 is significantly stronger and needs a nerf.
So, in terms of PL requirement it is second highest for the forms around it, thus meaning a more difficult time to fight someone around your PL if you haven't obtained it yet. 4% drain seems about average so that's not too bad. It has the median Static gain, but it does have the highest % gain (along side Changelings), apart from that it is pretty statistically average having slightly higher static but up to an average of 15% higher percent gains. Now, that being said lets analyze the special abilities of all the forms.
You have permanent Boosts to revive, Increase of tech slots / decrease of ki cost, trait increases / DR increase, free techs / android damage increase, crit increases / chance to be hit decreases, damage increase or healing increase + Namekian DR increase, damage to good players increase / evil tech ki reduction, mini sensu bean / dr increase / and ki interaction.
Now, lets take all that and compare it to the "benefit" of SSJ 2: "All advanced techs cost 2% extra ki and finishers 4% extra while in this form. Adds +15% damage to either energy or physical attacks"
Are we going to say that average ki drain, average static gains, and slightly higher percent gains are what needs to make SSj 2 have a draw back of all their moves costing more when other forms make their moves cost less? Is the 15% increase to energy OR physicals not comparable to say DR increases or Ki cost reduction?
It has been a long time coming since the wording be corrected to this:

Ki Drain: 4% per post
Gainage: +4,000, + 100% all stats, +20% to a chosen stat
Special: All advanced techs cost 2% extra ki and finishers 4% extra while in this form. Adds +15% damage to either energy or physical attacks
Form 5
Requirements: 900,000 PL, 3,000 INT, and Form 5 Quest Completed
Ki Drain: 6% per post
Gainage: +2,500 + 100% all stats, +20% to a chosen stat.
Special: Must be in [Form 4] to transform into this form. Entering this form heals 10% damage and 6% fatigue sustained while in the previous form (one time only). All advanced/finishers act as if an extra 4% Ki was spent and are 0.5 DR higher.
Knight of Hell
Requirements: 680,000 PL, 1,200 Determination, and Knight of Hell Quest Completed.
Ki Drain: 3% per post
Gainage: +4,500 + 85% all stats, +15% to a chosen stat.
Special: Can Majin another character (total of four, max of one at once). +5% damage against good alignment. Flames of Hell gives you double the bonus. Decreases ki cost of demon/evil techniques by 1.5%.
Guardian
Requirements: 720,000 PL, 1,250 INT, and Guardian Quest Completed
Ki Drain: 4% per post
Gainage: +5,000 +85% all and +10% to two additional chosen stats
Special: Warrior Clan: +20% all stats or Dragon Clan +20% heal effectiveness. Both clans add +1 DR to all Namekian only attacks.
Ascended
Requirements: 715,000 PL, 1,125 INT, and Ascended quest
Ki Drain: 6% per post
Gainage: +5,000 +85% all, and +20% to a chosen stat.
Special: Increases all critical/inscription chances by a flat +10%. Also decreases chances of being hit by critical effects by a flat 10%.
Perfect Form
Requirements: 700,000 PL, 1,200 INT, and Perfect Form Quest Complete
Ki Drain: None
Gainage: +4,000 +75% all stats, +2% to a chosen stat
Special: Automatically learn the technique Power Blitz. Increases damage of all Android techniques by +20%.
Deity
Requirements: 680,000 PL, 1,125 INT, and Deity quest
Ki Drain: 4% per post
Gainage: +3,000 + 75% all stats, +10% to two chosen stats.
Special: +20% all traits while transformed. Increases DR of all hybrid and physical techniques by +1.
Titan
Requirements: 700,000 PL, 1,400 Charisma, and Titan Quest Completed
Ki Drain: 3% per post
Gainage: +4,000 +85% all and +10% to two additional chosen stats
Special: Special technique Martial Arts Mastery also increases Rush slots by +1. Decreases ki cost of all DR5 and lower techniques by 1%.
Ophanim
Requirements: 700,000 PL, 1,200 Determination, and Ophanim Quest
Ki Drain: 5% per post
Gainage: +3,750 + 95% all stats, +10% to a chosen stat.
Special: Permanent Boost: The first use of revive will restore +50% the normal amount of health.
