It seems that we agree, fundamentally, but I can't tell...are you opposed to a cap? I agree with basically everything you suggested tbh.
I personally think that (though advanced are the biggest offenders) fundis will get there (and already are in some cases as I stated). Moreover I also did share my concern with finishers (DR 15 undodgeable AoE @everybody) when anything over 10 is practically an auto kill (supposedly).
This isnt about ME being right it's about us figuring out if theres an issue as a community/staff.

DR 2 + Master + Signature + Fire Temple + Ki Manipulation + Solarweave Cloak + (assuming it can be charged) 1 for charged + 1 for Ki knuckles + 1 for Kinetic Energy Gloves + 1 for soul ring
That's like 10.5 DR. Not sure about charging or empowering, but if you can't see an issue even with 6.5 DR flame shields than idk what to tell you, but really it was just an example. You can take other techs that have the CE: Burn added through the fire temple. For example, for 2 actions I can make an AoE that is DR: 11.5 with burn (for free with Ki Well).
There's a thread for the Time Freeze discussion, as I'm sure you're aware.
I forgot about the Knuckles, Gloves, and soul ring--I guess I hadn't considered the stuff that isnt openly available. That being said, the only way to curb that would be adding the max of +1.5 DR to Advanced techniques like previously proposed--if you make a hard cap of, say, 8 or 9, that's still a huge issue for Flame Shield in particular. I like the idea of changing Flame Shield to defensive only (though like you pointed out, a Flame Shield above 5 or 6 is kind of an issue by itself and you can still get it to that point even if its defensive).
I feel like Flame shield might need it's own thread, since you cant really balance both regular techniques and Flame shield simultaneously--you'd need a dedicated thread for it by itself to properly balance at this point. I only really brought up Time Freeze because this was addressing techniques in general.
That being said, I'm not really sure what the correct answer is here. I suppose like Damage Reduction and Ki Reduction, a cap on DR increases in some form might be necessary. What if we made a cap for attacks, but specifically annotated that undodgeable, AoE, and multi-target techniques cannot have their DR boosted by anything? Would that really change anything?
