just finding your old sheet or last update is enough when you want to prove your old stats. The rejoining is mandatory second because it allows staff to direct you to a proper column where there might be fewer people present in order to streamline our work in general. This system works and just because you completely want to ignore procedure doesn't make it any less functional.

There's a process for new joins. Staff have to assign a column, customs have to be re-approved, you need updated discord permissions, etc. It is a necessary inconvenience. It is additionally preventable by the user not quitting to begin with.

It is additionally preventable by the user not quitting to begin with. Which is preventable too. But why miss a chance to make things easier for staff and players alike? I struggle to think of a valid excuse for not improving everyone's lives. Brainstorming is enjoyable, and I can't fathom a scenario where I'd only consider one idea without exploring alternatives. I have said before, we're intelligent enough to find reasons to go "This is why that wouldn't work BUT HERE'S AN IDEA HOW IT COULD", versus dry refusals or denials.

its just the join process is already pretty streamlined
i hadnt been on adbz for a decade and i was back and fully loaded up to rp and update in under a couple days
i spent the intervening time checking out the changes the forum's made and things i might wanna do from the main site, so i wasnt in any way let down by the wait time
society is advanced enough to be able to create changes without just saying no. its also advanced enough that when something works, we have a phrase for it: "if it aint broke, don't fix it"

Less labor and time intensive than going through the entire rigmarole from scratch every single time.
Leaving isn't a decision roleplayers generally make lightly. If they post a link to their Vault and Sheet along with a Rejoin request, I see that being quicker and less labor intensive for all.

I guess the only time they can't exactly move the sheet is when...they used canon characters and those have been reused in their absence or if they didn't even make a sheet to begin with...but yeah, that's generally what's done. The whole "last update" thing mainly counts for those who want to keep their old stats and such.
As for actual rejoin forms/join forms for old peeps...I think this only goes for those that either want to get an entirely new character OR for those who simply never got beyond the join step in the first place (trust me there's quite a lot of those too)
