Rushes:
Make them blockable and return back to partial dodging. But please make them blockable. I would say make them need to spend the minimum amount of actions that rush uses to defend it. That should nerf and balance rushes pretty well.

That should nerf and balance rushes pretty well. Something like this is in the works! Rushes should not be all or nothing, especially with what they've evolved into. That should be coming up in this next patch as it was an 'in-between' item that was in discussion earlier this year.
I think we're landing on allowing partial dodges with a ST at the very minimum, maybe allowing them to be reduced by things like body shield.
Since this might be a separate request from one's I've posted previously, I would like to specifically request ways to add more quests to user-owned planets. Tokens or Zeni, either route would be appropriate, I think. Thanks! Agreed, this would be a great addition that's relatively easy to implement. Chopping Right, Friction Focus, Razor Swipe, and Rising Knee should 100% be in grapples. In the past Dynamite Kick, Hammerhead, and Boar Attack haven’t been included for grapple use due to the kind of build up they require so I think Forceful Flick and Focused Palm Strike are questionable for similar reasons. I'm not against either of those or Dynamite Kick being added as well though. Agreed on the first set especially. We can take a look at Forceful Flick and Focused Palm Strike and see if they'd fit, but nearly doubling the techs that can be used in grapples is great already. Before I forget, Actions Hopefully we are moving toward 5 action base soon, but this isn't about that. I was thinking about us making lost actions (Stuns / First Post / Freezing, etc) be replenishable through techniques / items. How it works now is that if you are stunned you lose the 2 straight from the maximum with no way to get up to a 7. Now you can only have 5. What if instead, you get dropped 2 actions and you use double zanzoken to regain those actions and maintain the ability to have 7 actions max instead of being hard limited to 5. 5 action base will be in the next patch! As for the suggestion, it's really interesting and I like it a lot. It's very resource management-y but I don't necessarily think its a bad thing so long as its kept to a very minimum or a useful slot, like you mentioned DZ. That's something we'll take a look at deeper tbh.
