Concept:
A system that rewards big hits and encourages flashy gameplay like you would expect from DBZ.

Health:
Both players get 100 HP
Reaching 0 HP:
First time: Sets you at Near Death with 1 HP
Second time: Sets you unconscious with 1 HP, you have lost
Third time: You are killed
Damage:
Damage rapidly scales up with DR until 8. DR after 8 is counted as 8
Attacks that are not beams or blasts are capped at 6DR
Blocks halve damage.
Dodges, outside of weak attacks, still result in damage. This is DBZ where strong attacks can break apart entire planets. If you dodge a spirit bomb, you're still getting hit by the shockwaves, etc.
Spamming the same kind of attack is penalized as such: The third physical combo, hybrid, ki, or physical technique in a post and onward will deal zero damage. Have some variety.
Jumping:
To promote fairness and to discourage toxic gameplay, when a battle is invaded the invader starts with the health % as the lowest health combatant. Similarly, they start with the ki % as the lowest ki% combatant. Additionally, if neither combatant wants you on their side, the invader only gets 1 action for their first three posts.

Other:
Senzu beans restore you to 100% hp and ki. They can be used by androids, as androids in DBZ are really cyborgs.
5 Actions per turn. Cap of 5 per turn
No crits
Mechanics that affect dodge and block difficulty are ignored
No items that add or remove actions (techniques are fine)
Stat bonuses and damage reduction from equipment do not apply
For the purposes of determining extra actions, only your base stats, super forms, and techniques matter
Outside of actions, stats do not matter
Blasts and beams can be cancelled by the defender by expending expending the same % of ki and a similar attack
