Your Own Planet - +100k PL (not Speed) [If it is owned by an alliance mate of any of your souls, it is considered your own planet]
Someone Else's Planet - +200k PL (not Speed) [Conquered planets count as someone else's]
Another Alliance's Planet - +300k PL (not Speed)

The first option, while the easiest, is obviously gonna be far weaker. It also would cost a total of 48k Zeni (31.5k for PTO). IMO the high costs vs ease of use would balance this with the HBTC. You'd be making yourself sneakable every time you saved up to buy a new planet, and run the risk of someone else ToMing it first.
The added difficulty of the second two options obviously speaks for itself.
This would NOT be retroactive unless Beerus (the only person who stands to lose from it) was willing to go that route. I would still argue that he should retain 900k from his use of ToM without needing to use it a second two times.
IMO this would have the unintended side effect of helping Good players in the long run, because they would have more chances to do GOOD and stop evil players from ToMing multiple times.
